■公益法人化を目指し、奄美を舞台に新しい挑戦を始めます。
一般社団法人 奄美国際人材・観光創生機構は、奄美大島を拠点に、外国人材と地域社会が互いに学び合い、支え合いながら共生する持続可能な地域づくりを目指しています。
私たちは少子高齢化と人口減少に直面する奄美を含む離島地域において、次の4つの柱を軸に次世代に誇れる地域社会を創造します。

背景と課題認識
奄美をはじめとする国境離島地域は、豊かな自然と独自の文化を有する一方で、若年層の流出、高齢化、担い手不足といった深刻な課題を抱えています。
こうした現実に立ち向かうには、地域に根ざした新しい担い手の育成と、外部からの人材・知見の受け入れが不可欠です。
私たちは「外国人材との協働」を地域再生の新たな可能性と捉え、国籍や文化を超えた共創によって、奄美の未来を切り拓いていきます。
私たちのアプローチ
１．育成就労支援制度の導入と活用
外国人材が「働きながら学ぶ」仕組みを整備し、地域に根ざした自立的なキャリア形成を支援します。
２．多文化共生の地域モデル構築
日本の法律・文化・道徳・社会的ルールを丁寧に伝え、地域住民と外国人が互いに理解し、尊重し合える持続可能な共生社会を実現します。
３．観光の再編とグローバル化
奄美の魅力を多言語・多文化対応で再構築し、外国人観光客や交流人口の拡大を図ります。
４．地域と世界をつなぐ人材の育成
「育成就労コーディネーター（仮称）」の養成・認定制度を創設し、現場を支える地域人材の育成を推進します。
今後の展望
当法人は、まず一般社団法人として活動を開始し、
開設から1年以内に公益社団法人への移行を目指します。
その過程で、以下の目標に取り組みます。
◆地域事業者・自治体・士業等との連携強化
◆モデル地域としての奄美大島の成功事例の構築
◆全国の離島地域や中山間地域への展開
「地域の課題は、世界の希望になりうる」
この理念のもと、奄美から持続可能な未来像を発信し続けます。

Our Founding Philosophy
A New Vision from Amami Toward Public Good and Sustainable Regional Development
Our Mission
The Amami Organization for International Human Resources and Tourism Development is based on Amami Oshima and aspires to become a public interest corporation.
Our mission is to create a sustainable, inclusive society where international talent and local communities can learn from each other, support one another, and grow together.
Facing the challenges of depopulation and aging in Amami and other remote island regions, we are committed to building a region that the next generation can be proud of.
Our work is centered on four key pillars:
• Nurturing-Based Employment Support
• Multicultural Coexistence
• Tourism Innovation
• International Talent Exchange
Background and Challenges
Amami and other remote border islands possess rich natural beauty and unique cultures.
However, they also face severe challenges such as youth outmigration, population aging, and a shortage of successors in local industries.
To address these issues, we believe it is essential to cultivate new regional leaders while welcoming external knowledge and talent.
We view collaboration with international human resources as a promising pathway to regional revitalization.
Through co-creation beyond nationality and culture, we aim to shape a brighter future for Amami.
Our Approach
1. Implementation of the Nurturing-Based Employment Model
We support international residents in building sustainable careers rooted in the community through a system that enables them to “learn while working.”
2. Building a Model for Multicultural Coexistence
We promote a society where locals and foreign residents mutually respect and understand each other, by fostering awareness of Japanese laws, culture, values, and social norms in an inclusive and respectful manner.
3. Tourism Revitalization and Globalization
We aim to restructure Amami’s tourism using multilingual and multicultural strategies, expanding inbound tourism and international engagement.
4. Developing Bridging Talent Between Regions and the World
We plan to launch a certification system for “Nurturing Employment Coordinators” (tentative name) to train professionals who support both local communities and international talent on the ground.
Future Prospects
We will begin operations as a General Incorporated Association, with a goal to transition into a Public Interest Incorporated Association within one year of establishment.
Our key objectives along this journey include:
• Strengthening partnerships with local businesses, governments, and certified professionals
• Establishing a successful model in Amami Oshima as a national example
• Expanding our framework to other remote islands and rural regions across Japan

Guided by this belief, we will continue sharing sustainable visions from Amami to the world.
